Toss Expands Government ID Verification for Safer Digital Finance
- Toss, Naver Pay, and Kakao Pay to adopt the government’s resident registration ID verification system
- Service expected to launch later this year following API integration

Toss announced that it has signed a memorandum of understanding (MOU) with Korea’s Ministry of the Interior and Safety (MOIS), the Financial Supervisory Service (FSS), the Korea Financial Telecommunications & Clearings Institute (KFTC), Naver Pay, and Kakao Pay to expand the use of the government's resident registration card verification system.
The agreement marks a significant step toward strengthening identity verification for digital financial services in Korea. By giving major electronic financial service providers access to the government verification system, the initiative is expected to help prevent financial crimes such as voice phishing and identity theft while providing customers with a safer and more trusted experience when using digital financial services.
Under the agreement, Toss will integrate its services with the government's resident registration card verification system through API development, with the service scheduled to launch later this year. The Ministry of the Interior and Safety will provide the verification infrastructure and policy support, while the Financial Supervisory Service will oversee security and regulatory supervision. The Korea Financial Telecommunications & Clearings Institute will serve as the intermediary responsible for connecting participating companies to the system.
The verification system compares the resident registration card information submitted by customers with official government issuance records, including the registered ID photo. By validating both identity information and photo records, the system improves the detection of forged or altered identification documents and enables more secure customer identity verification during non-face-to-face financial transactions.
The signing ceremony was held at Toss headquarters in Seoul on July 9 and was attended by Toss CEO SG Lee, Minister of the Interior and Safety Ho-jung Yun, FSS Governor Chan-jin Lee, KFTC President Byung-deuk Chae, and senior executives from Naver Pay and Kakao Pay.
"This agreement represents an important milestone in making digital financial services safer and more trustworthy," said SG Lee. "We will continue working closely with the government to strengthen customer protection and create an environment where people can use digital financial services with greater confidence."
